Amends the Federal judicial code to change the positions of the voting members of the U.S. Sentencing Commission, other than the Chairman's, from full-time to part-time on October 1, 1989. (Current law provides that such positions shall remain full-time until the end of the first six years after the sentencing guidelines go into effect).
