Amends the Local Public Works Capital Development and Investment Act of 1976 to stipulate that reduction of unemployment shall be the primary factor to be considered by the Secretary of Commerce, acting through the Economic Development Administration, in making grants to eligible States and localities under such Act. Increases the authorization of appropriations under such Act from $2,000,000 to $15,000,000,000.
