Summary

Government Executive Analysis and Reform (GEAR) Commission Act of 1981 - Establishes the Government Executive Analysis and Reform Commission as an independent instrumentality of the United States. Directs the Commission: (1) to review the organization and operation of each agency, authority, and independent instrumentality of the Executive branch; and (2) to submit to the President and Congress a report containing detailed recommendations for restricting Government functions to improve the delivery of services and the allocation of resources and to eliminate the duplication of services. Directs the President to review the Commission's recommendations and to submit to Congress proposals of legislation and administrative actions to carry out such recommendations. Declares that such proposals shall be considered approved if neither House of Congress votes to disapprove them within 90 days. Establishes the Task Force on American Federalism to study the appropriate responsibilities of Federal, State, and local government levels. Directs the Task Force to submit to the Commission and Congress a report of its findings and recommendations concerning the organization required for the proper division of such responsibilities. Terminates the Commission and the Task Force 90 days after the submission of their final reports. Authorizes appropriations.
