Directs the Secretary of the Treasury to pay a specified sum to a named individual in full satisfaction of all claims that she has against the United States relating to her daughter's murder by her daughter's husband while they were serving in the U.S. Army, and after the individual's daughter had requested protection by the Army from her husband, and had informed their superiors that he was abusing her.
