Mini-Business Opportunity Act of 1979 - Amends the Small Business Act to require the Small Business Administration to give special preference, to the maximum extent practicable, to small business concerns with 100 or fewer full-time employees in arranging for the performance of government subcontracts and in obtaining opportunities to participate in procurement and service contracts with the Federal Government.
