Amends the Trade Act of 1974 to authorize appropriations, in specified amounts, for FY 1986 through 1988 for worker training and relocation allowances under the trade adjustment assistance program. (Currently, authorizations of appropriations are in such amounts as may be necessary.) Extends such programs through FY 1988.
