A bill to require the enactment of special legislation to continue the expenditure or obligation of funds on any major civil acquisition whenever the cost of such acquisition has increased or, on the basis of estimates, will increase by 25 per centum or more.

Summary

Directs the Comptroller General to: (1) determine the cost growth of any construction, acquisition, or procurement project involving over $200,000,000 in Federal funds; and (2) notify the responsible agency upon determining that the actual or projected cost of a project has increased, or will increase, by 25 percent or more (excluding inflation). Prohibits an agency from obligating or expending additional funds on a project after receiving such notice unless the Congress enacts a joint resolution authorizing continued obligations and expenditures.
