Summary
Amends the Federal Land Policy and Management Act of 1976 to exempt irrigation conveyance systems constructed and in operation prior to October 21, 1976, which are used primarily for agricultural, livestock, or private domestic purposes, from certain right-of-way fees and conditions imposed under such Act. States that Federal law allowing the United States to be named as a party defendant in quiet title actions shall not alter, limit, or impair the right to use, operate, and maintain irrigation conveyance systems.
