Summary

Amends the Federal Aviation Act of 1958 to direct the Secretary of Transportation to take whatever steps are necessary, including research and development, to promulgate standards for an airborne collision avoidance system for all United States aircraft, both civil and military, to improve aviation safety. Requires the Secretary to promulgate such regulations within one year. Sets forth certain requirements with regard to such system which the Secretary shall include in such regulations.
