Summary
Prohibits the Secretary of the Interior or any Federal agency from: (1) entering into a contract or agreement for concessions for accommodations, facilities, or services in National Park Service areas with a foreign citizen, foreign corporation, or other foreign entity; or (2) transferring or assigning such contract or agreement to a foreign citizen, corporation, or entity. Authorizes the Secretary to waive such prohibition in specified circumstances, and requires publication of the reasons for such a waiver in the Federal Register.
