Summary
Amends the Federal Election Campaign Act of 1971 to: (1) prohibit Federal election contributions by multicandidate political committees; and (2) limit House of Representatives election contributions, from persons other than individual in-State residents, to not more than 49 percent of total contributions; and (3) permit additional contributions to House of Representatives challengers from political parties to match incumbent campaign funds carried forward from earlier elections.
