Summary
Establishes the Deficit Reduction Trust Fund and the Build America Trust Fund. Requires the Secretary of the Treasury to make investments for both trust funds in interest-bearing obligations of the United States. Requires transfer to the Build America Trust Fund of any interest earned on obligations in the Deficit Reduction Trust Fund. Provides for the appropriation of Federal moneys to both funds. Requires the President to report to the Congress annually on the financial condition and the use of such trust funds.
