Amends the Tariff Schedules of the United States to extend, through June 30, 1988, the duty-free treatment of certain needlecraft display models and aprons and baby bibs. Sets forth a procedure for the retroactive application of duty-free treatment to such articles that enter the United States by a specified date and to which there would have been no duty if this Act applied to such entries.
