Civil Rights Commission Amendments Act of 1996 - Amends the Civil Rights Commission Act of 1983 to declare that the U.S. Commission on Civil Rights is not authorized to issue any subpoena except for an investigation, within the Commission's authority, of a specific incident of the deprivation of the right to vote or, in any other case, if the subpoena is directed to a Federal, State, or local governmental officer or employee.
