Summary
Small Business Bureaucratic Paperwork Cost Participation Act of 1979 - Amends the Small Business Act to require all Federal agencies, other than the Internal Revenue Service, to reimburse small business concerns for the cost of preparing, furnishing, and submitting information required by such agencies. Requires the Administrator of the Small Business Administration, upon the request of a Federal agency, to determine the reasonable cost of preparing and filing such material. Authorizes civil actions to recover the difference between the amount determined by the Administrator and the actual cost of preparing and filing such material, including interest, attorneys' fees, and court costs.
