Summary
Federal Telephone Abuse Reduction Act of 1999 - Directs the Bureau of Prisons to implement and follow recommendations contained in the report entitled "Criminal Calls: A Review of the Bureau of Prisons' Management of Inmate Telephone Privileges" made by the Inspector General of the Department of Justice in August of 1999. Amends the Federal criminal code to authorize the Director of the Bureau of Prisons to establish, operate, and maintain commissaries in Federal penal or correctional facilities, from and through which articles and services authorized by the Director may be procured, sold, rendered, or otherwise provided or made available for the benefit of inmates. Establishes in the Treasury the Prison Commissary Fund. Transfers to the Fund sums currently on deposit in the Treasury's "Commissary funds, Federal prisons" account. Requires: (1) revenues received from the sale of articles through, and from services rendered by, prison commissaries to be deposited into the Fund; and (2) the Fund to be available for the payment of any expenses incurred by the Bureau in establishing, operating, and maintaining prison commissaries. Authorizes the Director to use amounts from the Fund for any purpose that benefits the general welfare of inmates (but no inmate shall be entitled to any portion of the Fund). Specifies that employees compensated by or through the Fund may be assigned additional duties other than those directly related to commissary activities. Makes the Administrative Procedure Act inapplicable to the making of any determination, decision, or order under this Act.
