To amend title 18, United States Code, to prohibit the possession or transfer of handgun ammunition capable of being used to penetrate standard body armor.

Summary

Amends the Federal criminal code to require the Secretary of the Treasury to make and publish in the Federal Register a determination regarding handgun ammunition that is capable of being used to penetrate standard body armor. Prohibits persons from possessing or transferring a piece of such ammunition after notice of the determination has been published, provided such determination has not been rescinded. Exempts: (1) the sale or delivery by a manufacturer or importer of handgun ammunition for use of governmental entities or for purposes of testing or experimentation authorized by the Secretary; and (2) handgun ammunition lawfully possessed immediately before publication of such notice. Sets criminal penalties for violation of this Act.
