Authorizes an investigation and study by the National Academy of Sciences of coastal hazards from offshore drilling on the Outer Continental Shelf in the Atlantic Ocean. Authorizes appropriations of $500,000 annually for the fiscal year in which this Act is enacted, and for the succeeding fiscal year, in order to carry out the purposes of this Act.
