Summary

Establishes in the Department of State an Assistant Secretary of State for Language Services to head a Bureau of Language Services and to be responsible for: (1) improving the translation and interpretation services available to the President, the State Department, and the Foreign Service; (2) providing a clearinghouse for the collection and dissemination of information on translation and interpretation services; (3) emphasizing the importance of foreign language skills and promoting the study of key foreign languages; and (4) avoiding duplication of work, and promoting the use of uniform methods of translation, by the various Federal agencies which engage in translation activities.
