Summary
Repeals the Occupational Safety and Health Act of 1970 (OSHA). Amends the Agricultural Act of 1961 to prohibit specified Department of Agriculture operating loans for assisting farmers or ranchers in complying with certain Federal or State occupational safety and health standards promulgated pursuant to OSHA. Exempts the Postal Service from compliance with OSHA standards requirements for Federal agencies.
