Summary
Amends the judicial code with regard to the disqualification of judges. Provides that for the purposes of class actions, an absent class member shall not be considered to be a party to, or to have a financial interest in, the subject matter of the controversy, but shall be considered to be a person with an interest that could have been affected by the outcome of the proceeding.
