Summary

Bars suits alleging personal liability of any Federal employee engaged in health care for a negligent or wrongful act or omission occurring within the scope of employment. Repeals, with respect to health care functions, the prohibition against government liability for certain intentional torts. Grants under certain circumstances a 30-day grace period for filing an administrative claim to a plaintiff whose suit arising out of medical malpractice or negligent operation of a motor vehicle by a Federal employee is removed to Federal court.
