To amend title 10, United States Code, to provide that former prisoners of war who have service-connected disabilities rated less than 100 percent disabling, but not less than 50 percent disabling, shall be entitled to military commissary and exchange privileges in the same manner as veterans with service-connected disabilities rated as 100 percent disabling.
