To amend title 38, United States Code, to provide, upon the death of a veteran who is receiving periodic monetary benefits from the Department of Veterans Affairs, for the payment of all accrued benefits of that veteran to the veteran's spouse or dependent children, rather than only benefits due and unpaid for a period not to exceed one year.
