Summary
Waives the President's determination pursuant to the Foreign Assistance Act of 1961 that Lebanon and Syria are not major drug-transit countries or major illicit drug producing countries as contained in the notification to the Congress on November 9, 1997. Deems such countries to be major illicit drug producing countries or major drug-transit countries for purposes of withholding bilateral and multilateral assistance. Directs the President to report to the Congress on the cultivation, production, processing, transportation, and distribution of illicit drugs and other controlled substances in Lebanon and Syria.
