Summary
Amends the Federal Election Campaign Act of 1971 to establish a program of Federal assistance to States to support door-to-door voter registration programs that are new or substantially expanded, or have demonstrated effectiveness under a previous grant. Provides for apportionment of such grants. Requires the appropriate State election administration official to administer such grants and to make prescribed reports to the Commission. Authorizes appropriations for FY 1987 for such program. Conditions free return mail for State post card voter registration programs upon State reallocation of funding for such return postage to a general voter registration program or a door-to-door voter registration program.
