Prohibits the Senate and House of Representatives from enacting legislation which would result in an annual increase in new budget authority over the budget authority of the previous fiscal year of more than: (1) eight percent in fiscal year 1981; (2) seven percent in fiscal year 1982; and (3) six percent in fiscal year 1983.
