Provides, under the National Traffic and Motor Vehicle Safety Act, that the Secretary of Transportation shall establish by order such Federal motor vehicle safety standards as may be necessary to require every motor vehicle manufactured after January 1, 1973, to contain: (1) a light bank; (2) a governor; and a speed control panel.
