Summary

Prohibits the mailing of unsolicited sample items of drugs, devices, cosmetics, pesticides, razor blades and other potentially harmful items, except that such samples may be mailed to licensed physicians, surgeons, dentists, pharmacists, cosemetologists or veterinarians. Provides that if the unsolicited item is acquired by a child and while held by the child, causes injury to another, the injured person can sue the mailer of the item for treble damages, costs, and attorney's fees. (Adds 39 U.S.C. 4011)
