Authorizes the Administrator of the Environmental Protection Agency to issue permits for the deposit of refuse in navigable waters within prescribed limits. Provides for the deposit of debris of mines or stamp works within harbor lines established by the Administrator. (Amends 33 U.S.C. 407, 407a)
