Summary

Amends the Harmonized Tariff Schedule of the United States, with respect to textile articles assembled abroad with components produced in the United States, and eligible under bilateral textile agreements for the Special Access Program, to require treatment of certain mixed cotton and manmade staple fiber fabrics (for tariff and classification purposes) as if in chief weight of cotton fibers. Limits such treatment to mixed fiber fabrics containing 47 percent or more by weight of cotton fibers.
