Amends the National Environmental Policy Act of 1969 to waive the application of certain interagency cooperation and coordination requirements to: (1) salvage or sanitation harvesting of timber stands on National Forest System lands substantially damaged by fire, windthrow, or other catastrophe, or threatened with imminent attack by insect or disease; and (2) the rehabilitation of such lands following such harvesting.
