Summary
Amends the Trademark Act of 1946 to provide that ownership by a person of a valid trademark registration shall be a complete bar to civil action to prevent trademark dilution against such person if the action is commenced more than 365 days after the registration date or 365 days after the person began to use the mark or trade name in commerce, whichever is later.
