Summary

Reclaiming Oversight of Executive Branch Spending Act - Prohibits a federal agency from awarding a contract, grant, or loan in excess of $100 million for a fiscal year to a private entity unless such agency requests and Congress grants approval of such contract, grant, or loan by enactment of a joint resolution.  Requires Congress to consider such a joint resolution of approval not later than 30 days after the submission of a request, under expedited procedures.
