Summary
Prison Security Enhancement Act of 1999 - Amends the Federal criminal code to direct the Bureau of Prisons to take care that: (1) all equipment designed to increase the physical strength or fighting ability of prisoners under its jurisdiction is removed from Federal correctional facilities; and (2) prisoners under its jurisdiction do not engage in any activities designed to increase their fighting ability.
