Summary
Amends the Higher Education Act of 1965 to revise eligibility criteria for the TRIO programs (Special Programs for Students from Disadvantaged Backgrounds, including the Talent Search program, Upward Bound program, student support services program, Ronald E. McNair Post-Baccalaureate Achievement Program, and educational opportunity centers program). Requires that at least two-thirds of participants in such programs be low-income individuals and individuals who are first generation college students. (Current law requires that at least two-thirds be low-income individuals who are first generation college students.)
