Summary

Sand Conservation and Taxpayer Savings Act of 2003 - Amends the Water Resources Development Act of 1992 to direct the Secretary of the Army to: (1) investigate and develop plans and demonstration projects for regional management of dredged materials, including beneficial uses of such material for the construction, repair, or rehabilitation of certain public works projects; and (2) place beach-quality sand on certain beaches and nearshore disposal areas. Repeals provisions of the Water Resources Development Act of 1976 that authorize the Secretary of the Army to place on State beaches beach-quality sand which has been dredged in constructing and maintaining navigation inlets and channels adjacent to such beaches.
