To amend the Alaska Natural Interest Lands Conservation Act to improve the management of Glacier Bay National Park, and for other purposes.

Summary

Amends the Alaska National Interest Lands Conservation Act to authorize and direct the Secretary of the Interior, upon request by a qualified applicant for an entry permit, to permit up to two passenger vessels of specified tonnage to cruise in Glacier Bay National Park from June 1 through August 31 annually. Authorizes the issuance of additional entries if the Secretary: (1) has engaged in consultation and received a biological assessment concerning impacts on endangered species required by the Endangered Species Act; and (2) concludes that the number of such vessels cruising such area may be increased. Directs the Secretary to: (1) study and report to specified congressional committees on the effects of cruise ship operations in such area on whales; and (2) contract with the Arctic Research Commission to conduct such study. Authorizes appropriations.
