Establishes the Crisis Management Council within the Department of State. Authorizes the Council to make recommendations to: (1) prevent an international crisis from occurring; and (2) manage and reduce it should it occur. Declares that the President should invite any similar organization established by the Soviet Union to meet periodically with the Council. Authorizes inviting other nations if the Council agrees.
