Summary

Hydrographic Services Improvement Act of 1998 - Sets forth the responsibilities and authorities of the Administrator of the National Oceanic and Atmospheric Administration, including regarding: (1) acquiring hydrographic, geodetic, and tide and current measurement data; (2) promulgating hydrographic services standards; (3) ensuring nationwide hydrographic services; (4) maintaining a national hydrographic database; (5) international standards for hydrographic data, products, and information systems; (6) ensuring safe navigation and maintaining operational expertise in hydrographic services; (7) contracting with public or private entities for hydrographic, geodetic, and photogrammetric surveying and mapping services; and (8) installing Physical Oceanographic Real-Time Systems (PORTS) to enhance navigation safety and efficiency. Authorizes a quality assurance program, allowing certification of private sector hydrographic data and use of a related emblem for certified data. Allows a fee for the certification and use. Establishes the Hydrographic Services Account, consisting of those fees, to be used for hydrographic services. Prohibits the design or installation of any new, and requires the cessation of operation of any existing, PORTS unless the local sponsor has agreed to assume operating and maintenance costs. Authorizes appropriations for: (1) nautical mapping and charting; (2) acquisition of hydrographic data; (3) geodetic functions; and (4) tide and current measurement.
