Summary

Abolishes the following Federal agencies: (1) the U.S. Travel and Tourism Promotion Advisory Board; (2) The Council on Environmental Quality; and (3) The Advanced Technology Program of the National Institute of Standards and Technology. Directs the President to ensure that the total number of political appointees, as defined by this Act, does not exceed 2,000 after September 30, 2004.
