Summary

Amends the Trade Act of 1974 to require Romania as a condition of continued eligibility for nondiscriminatory treatment (most-favored-nation treatment) and for designation as a beneficiary developing country under the generalized system of preferences, to comply with the Consular Convention and Protocol of July 5, 1972, which guarantees the right of U.S. nationals to exercise inheritance rights in property in Romania and to transfer such inheritances at prevailing official rates of exchange. Prohibits depriving a U.S. national of such inheritance rights on the ground that Romania nationalized the property before the U.S. national became a U.S. citizen unless Romania furnishes the Secretary of State conclusive evidence of such nationalization, expropriation, or confiscation.
