Summary

Amends the Caribbean Basin Economic Recovery Act to provide preferential treatment for certain apparel articles that are both cut (or knit to shape) and sewn or otherwise assembled in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from certain fabrics or yarn not widely available in commercial quantities. Provides for the liquidation or reliquidation of any duty or lower rate of duty paid with respect to such articles on or after January 3, 2005, and before enactment of this Act.
