Amends the Arms Export Control Act to make life imprisonment the penalty for: (1) stealing Defense Department defense articles or services with the intent to export such articles or services in violation of such Act; or (2) stealing such articles or services and violating rules relating to fees of military sales agents or willfully falsifying a registration or license application or required report.
