Summary
Government Check Cashing Act of 1989 - Requires depository institutions to offer government check cashing services which include social security and benefits checks issued by the United States, any State, or any local government. Prescribes special rules for credit unions. Exempts from such requirement any depository institution which does not cash checks for customers. Requires each depository institution to post a conspicuous public notice that it offers government check cashing services. Prescribes administrative enforcement guidelines. Subjects a depository institution to civil liability for noncompliance with this Act.
