Deems an export regulation proceeding conducted against a named individual, for purposes of Federal law relating to costs and fees of parties in administrative proceedings, to be an adversary adjudication. Directs the Secretary of Commerce to review the application of the individual for an award of fees and other expenses incurred in the proceeding and award such fees and other expenses without regard to certain previous determinations and certain limitations.
