Summary
Amends the Federal Water Pollution Control Act (also known as the Clean Water Act) to direct the Administrator of the Environmental Protection Agency to pay any State, municipal, intermunicipal, or interstate agency which builds or operates a publicly owned treatment works the amount which the Administrator determines is attributable to increased costs necessary to meet standards or limitations required by an international treaty or agreement. Authorizes appropriations.
