Summary
Amends the Federal Land Policy and Management Act of 1976 to direct the Secretary concerned (the Secretary of the Interior or the Secretary of Agriculture) to reduce the charge for any right-of-way held by a Federal, State, or local government, agency, or instrumentality or by a nonprofit association or corporation that is not controlled or owned by a profitmaking corporation or business enterprise by the value of any benefit provided to the public or to the programs of the Secretary.
