Summary
Authorizes the Attorney General to make grants to States or local governments to: (1) assist them in purchasing new firearms without transferring decommissioned firearms to any person; and (2) destroy decommissioned firearms. Requires a grantee to certify that it has in effect a law or official policy that: (1) eliminates the practice of transferring any decommissioned firearm to any person; and (2) provides for the destruction of a decommissioned firearm. Permits a State or local government to: (1) transfer a decommissioned firearm to another law enforcement agency; and (2) use a grant under this Act only to purchase new firearms. Authorizes appropriations.
