Amends the War Powers Resolution to require the President to include the post-conflict strategy (reconstruction, peace-keeping, peace enforcement, and nation-building) in the report required to be submitted to the Speaker of the House of Representatives and the President pro tempore of the Senate in any case in which U.S. armed forces are introduced into hostilities in the absence of a declaration of war.
